Article I
Name:
The name of the organization shall be the Greater Cleveland
Scholastic Soccer Coaches Association, Inc. The Association
is a non-profit affiliate of the Ohio Scholastic Soccer Coaches
Association.
Article II
Purpose:
A. To promote scholastic soccer in the Greater Cleveland
area.
B. To co-operate with and assist the Ohio High School Athletic
Association and the Ohio Scholastic Soccer Coaches Association
with the development of soccer at all levels.
C. To sponsor and organize the Greater Cleveland Scholastic
Soccer Conference.
D. To sponsor and organize high school senior all-star competition.
E. To help and assist new scholastic soccer coaches.
F. To recognize the achievements of scholastic soccer players.
G. To recognize the achievements of scholastic coaches,
officials, and others involved in promoting soccer in the
area.
Article III
Membership and Dues:
A. All coaches and former coaches of scholastic soccer in
Greater Cleveland shall be eligible for membership.
B. Membership is for one year (May 1-April 30) An individual
must pay the required dues by September 1st in order to be
considered a member in good standing.
C. Any increase in the required dues shall be approved by
a majority of the members attending the annual meeting in
October.
D. An individual must be a member of the Ohio Scholastic
Soccer Coaches Association in order to be considered a member
in good standing.
Article IV
Executive Board:
A. The membership of the Executive Board shall be the Association
officers, the Immediate Past President, League Representatives,
and other committee chairpersons as deemed necessary by the
majority of the Executive Board.
B. The Officers:
1. The officers shall be the President, 2 Vice-President
(Coordinator of the boys teams; Division I and Division
II), 2 Vice-President (Coordinator of the girls teams;
Division I and Division II), Secretary, and Treasurer.
2. Any member in good standing of the GCSSCA shall be
eligible to be elected to office.
3. Each officer's term of office shall be for two years
beginning January 1st and ending December 31st.
4. Duties of the Officers:
a. The President shall:
i. call and chair all regular and special membership
and executive board meetings.
ii. be the chief administrator of the organization.
iii. work with the Treasurer to submit a proposed
budget to the executive board and assign two members
of the association to prepare an audit of the treasurer's
books by February 28th of each year.
iv. appoint special committees as needed by the Association.
v. appoint the league representatives
vi. encourage members to become more involved in the
workings of the association.
vii. attend all meetings of the OSSCA executive council
as the designated representative of the GCSSCA.
b. The Vice President (Coordinator of the Boys League)
shall:
i. act as the President's designee as required.
ii. coordinate the GCSSCA coaches' directory, GCSSCA
boys' master schedule, local top ten area teams for
Divisions, and local media coverage, (players of the
week and achievements of scholastic soccer players.)
c. The Vice President (Coordinator of the Girls League)
shall:
i. act as the President's designee as required.
ii. coordinate the GCSSCA coaches' directory, GCSSCA
girls' master schedule, local top ten area teams for
Divisions, and local media coverage, (players of the
week and achievements of scholastic soccer players.)
iii. represent the GCSSCA at meetings of the OSSCA.
d. The Treasurer shall:
i. propose a budget to the executive board for their
consideration and approval.
ii. maintain the GCSSCA financial records.
iii. maintain an accurate and balanced checking account.
iv. deposit all GCSSCA funds in the proper account.
v. prepare the books for an annual audit.
vi. pay only those bills budgeted by the executive
committee.
vii. prepare the appropriate Federal government form
by March 15th each year to maintain the Association's
tax exempt status.
e. The Secretary shall:
i. notify all active members of regular and special
meetings.
ii. notify all executive members of regular and special
meetings.
iii. keep accurate minutes of regular and special
meetings.
iv. keep accurate minutes of regular and special executive
board meetings.
v. maintain historical records of the GCSSCA.
vi. prepare weekly news releases during the regular
soccer season.
vii. prepare monthly news releases during the off
season.
C. Immediate Past President:
The Immediate Past President shall be responsible for finding
a chairperson for the Awards Banquet and coordinating the
nomination of scholastic coaches for Coach of the Year, and
Hall of Fame recognition.
D. League Representatives:
The League Representatives shall be responsible for transmitting
concerns from their leagues to the executive board and from
the executive board to their respective leagues, providing
statistical soccer league information to the Association's
officers or their designees that is deemed necessary by the
Association's President, and performing other tasks deemed
necessary for the efficient operation of the association.
E. The Executive Board will meet in December and April to
consider business of the GCSSCA, including the following:
1. the proposed budget of the organzization.
2. work with area officials' association to promote rule
interpretation and clinics for coaches, referees, and players.
3. picking league representatives to the executive board
of the Ohio Scholastic Soccer Coaches Association.
The Bylaws of the Greater Cleveland
Scholastic Soccer Coaches Association
I. Bylaws:
Bylaws are defined as rules adopted by the Association for
the governance of its members and the regulation of its affairs.
II. Insurance:
A. Fidelity Bonds - The President and Treasurer shall
be bonded against loss of money. The fidelity bonds shall
be paid by the Association.
B. Liability Bonds - The Association shall have insurance
against general liability and event liability, such as
but not limited to the Senior All Star Game.
III. Player's Disclaimer Form:
A. Each player participating in an Association sponsored
game shall sign a disclaimer form before he/she is allowed
to play in the game.
IV. Dues Structure:
A. The dues structure shall be:
1. full membership (head coaches) $20.00 per year
2. auxiliary membership (assistant coaches and retired
coaches) $15.00 per year
V. Membership Benefits
A. Benefits of Full Membership are:
1. Full voting rights at the annual meeting
2. Receiving the Coaches' Directory
3. Receiving the Master Schedule
4. Team's eligibility for local Top Ten
5. Players' eligibility for All Greater Cleveland
honors
6. Players eligibility to play in the All Greater
Cleveland Senior All Star Game
7. Reduced ticket price for the Awards Banquet
8. Eligibility for the Coach of the Year Award and
other coaching awards sponsored by the Association
B. Benefits of Auxiliary Membership are:
1. Receiving the Coaches Directory
2. Receiving the Master Schedule
3. Eligibility for the Assistant Coach of the Year Award
and other coaching awards sponsored by the Association.
Article V
Elections:
A. In 1993 the President, Vice-President (Coordinator of
the Boys Teams), and Treasurer shall be elected for one year.
In 1994, the terms of those officers shall be for two years.
In 1993 the Vice-President (Coordinator of the Girls Teams),
and Secretary shall be elected for a two year term of office.
Article VI
Meeting:
A. There shall be at least two general membership meetings
annually. The August meeting shall be scheduled concurrently
with the local annual state rules interpretation meeting
and the October meeting shall be scheduled prior to the date
of the state soccer finals.
Article VII
A. The Association will pay for two rooms at the State Clinic.
B. The Association will pay all expenses for the Association
President at the State Clinic ($300 maximum)
C. The Association will subsidize members in a maximum of
6 rooms at the NSCAA Convention according to the following
schedule:
$ 25 per night for a double room.
$ 20 per night for a triple room.
$ 15 per night for a quad room.
(all of these amounts are per room, not per person.)
Article VIII
Amendments:
A. Amendments to this Constitution may be made by a two-thirds
majority vote of the association members attending the annual
meeting.
B. Any member in good standing may submit an amendment to
the Constitution or Bylaws to the President and executive
board by September 15th. The President shall include the
proposed amendment in the agenda of the annual meeting.
